Why this size exists
The short one exists because dense material fills 1,500 lb long before it fills 33 cubic feet. A 30-inch wall keeps the load height low, keeps the centre of gravity down and stops the walls from bulging on the second stack.

Is 48" × 40" × 30" an inside or outside dimension?
Inside. Outside dimensions run roughly ½" to 1½" larger per side depending on wall count, which matters for racking and trailer fit but not for what you can put in the box.
